How it works and when to use it
Waist-to-hip ratio = waist ÷ hips, and by WHO metabolic risk rises from 0.90 in men and 0.85 in women.
The waist alone is assessed by the International Diabetes Federation (IDF): 94 cm for men and 80 cm for women in the Middle East, Africa and Europe, 90 and 80 in South and East Asia.

Which of the two matters more?
Both reflect belly fat, the waist is simpler to follow and the ratio adds how fat is spread.
